Brian McMullan

Public Service

Brian McMullan served the residents of St. Catharines and Niagara through municipal and regional government for more than two decades.

St. Catharines City Council

Brian was elected to St. Catharines City Council in 1988 and represented the Grantham Ward through 1997. His years on council provided experience in municipal budgeting, neighbourhood issues, infrastructure, planning and community services.

Niagara Regional Council

In 2000, Brian was elected to Niagara Regional Council. Public biographies from the period identify him as a co-chair of the Smart Growth Smarter Niagara Steering Committee, an initiative focused on long-term regional planning and sustainable growth.

Mayor of St. Catharines, 2006–2014

Brian was elected Mayor of St. Catharines in the 2006 municipal election and re-elected in 2010. He served two four-year terms and represented St. Catharines on Niagara Regional Council as part of the mayoral role.

His mayoral years included work involving economic development, municipal accountability, downtown renewal, cultural investment and partnerships with organizations across Niagara.

Downtown and cultural renewal

One of the significant areas of civic activity during this period was the redevelopment of downtown St. Catharines. Projects advanced during and around Brian’s mayoral terms included the performing arts centre and Brock University’s downtown arts campus. Later coverage of the Marilyn I. Walker School’s opening credited the previous council under Brian’s leadership with helping secure the property needed for the project.

Public addresses and civic engagement

Brian regularly delivered State of the City addresses and spoke to business, service and community organizations. These speeches reviewed municipal accomplishments, outlined priorities and discussed the city’s economic and civic direction.
